People who have cold feet even when the weather is warm are sometimes suffering from poor circulation, poor nutrition or nicotine abuse. Cold feet also may be a sign of a hormonal problem. Deposits on the interior walls of the arteries in the leg may reduce the diameter of blood vessels, and the decreased blood flow means the feet receive less oxygen.
